Nuka-Cola Vending Machine (Borderless) from Universes Beyond: Fallout is a value-engine artifact that turns time and spare mana into two of Commander’s most useful resources: life padding and burst mana. It costs {3}, and its activated ability ({1}, {T}: create a Food token) steadily produces Food—then it cashes those Food in again, because whenever you sacrifice a Food, you create a tapped Treasure token. In practice, that means every Food you crack for life can also “refund” you with mana later, which is a sneaky way to keep developing while still stabilizing your life total. Scryfall

Gameplay-wise, it’s at its best in decks that already care about tokens, artifacts, sacrifice triggers, or Food—and it gets especially silly when you have multiple ways to sacrifice Food (or to make extra Food) so you’re converting repeatable life gain into a steady stream of Treasures. The borderless Vault Boy treatment is a special collectible version associated with Fallout Collector Boosters, making this printing more about style/collectibility than changing how the card plays.
