Cyclonic Rift normally returns target nonland permanent you do not control to its owner’s hand. Its overload cost changes the spell into a one-sided reset, returning each nonland permanent you do not control to its owner’s hand instead.

That overloaded mode is the reason Cyclonic Rift is such a famous Commander card. It clears opposing creatures, artifacts, enchantments, planeswalkers, and token boards while leaving your own board intact.
