What Scroll Rack Does
Scroll Rack lets you exchange cards from your hand with cards from the top of your library. You exile cards from your hand face down, put that many cards from the top of your library into your hand, then put the exiled cards back on top in any order.
The card is strongest when your deck can shuffle afterward, cares about the top of the library, or has ways to turn awkward hands into better draws. Without shuffle effects, it can sometimes just rearrange the same problem in a more artistic pile.
