Card rulings 3
  1. Silence won't affect spells that your opponents cast before you cast Silence, including any spells that are still on the stack. Silence also won't stop your opponents from casting spells after you cast Silence but before Silence resolves.
  2. The only thing Silence stops is casting spells. Your opponents can still activate abilities, including abilities of cards in their hands (like cycling). Their triggered abilities work as normal, they can still play lands, and so on.
  3. A player who can't cast a spell can't suspend a card.

Updated

Silence prevents your opponents from casting spells for the rest of the turn once it resolves. For one white mana, that can protect a planned sequence or interrupt an opponent before their main phase develops. It is useful in decks that need a clear window to resolve a tutor, establish a combo, or commit several resources in succession.

Casting Silence before your important spells can force opponents to use interaction immediately. If they allow it to resolve, they cannot wait for the later payoff and then cast a counterspell or removal spell during that turn. Grand Abolisher supports a related plan, although its creature-based restriction covers different kinds of actions and applies during your turn while it remains in play.

Silence can also be cast during an opponent’s upkeep to restrict their spell casting for the upcoming turn. That may buy time against a deck preparing a large sorcery-speed play. Isochron Scepter can imprint Silence because it is an inexpensive instant, giving an established setup a way to cast another copy when you can activate the artifact.

Silence does not counter spells already on the stack. Opponents can respond before it resolves, and afterward they can still activate abilities, use permitted special actions, and resolve triggered abilities. It also does not stop a land play. Those limits matter against a combo driven by permanents already on the battlefield. Use Silence with a concrete sequence to protect, and keep answers for abilities or existing threats that can interfere even after spell casting has been shut off.
