Ripples of Potential combines counter growth with protection for permanents that already use counters. It proliferates, then lets you phase out any number of your permanents that received counters through that proliferation. For two mana, a blue counters deck can improve its board and move selected permanents out of reach of a pending removal spell or sweeper.
Planeswalkers, creatures with +1/+1 counters, and artifacts with charge counters are natural beneficiaries. A planeswalker can gain loyalty before phasing out, while a creature army keeps its counters and attachments through the temporary absence. Decks led by Atraxa, Praetors' Voice have many suitable permanents, but the card also fits narrower artifact or creature-counter strategies with access to blue.
Eligibility is the key restriction. A permanent without a counter cannot receive its first counter from proliferate, and a permanent that did not receive a counter this way cannot be selected to phase out. Distribute counters before relying on Ripples as protection, and remember that you may leave useful permanents phased in when only part of the board needs to disappear.
Phasing is not leaving and reentering the battlefield, so it does not generate entry triggers or reset the protected cards. It preserves the established objects until they phase in during the appropriate untap step. That makes Ripples especially useful when you want to save a developed counter board intact rather than rebuild it after a conventional protection spell expires.
