What Primal Vigor Does
Primal Vigor doubles tokens and +1/+1 counters, but it affects all players. If a token would be created, twice that many are created. If counters would be placed on a creature, twice that many counters are placed instead.
The card is strongest when your deck can benefit immediately and more than the rest of the table. It is risky in Commander because opponents also get the bonus, and opponents are known for having cards too. Very inconsiderate.
