Phelia, Exuberant Shepherd makes attacking into a reusable blink effect. Each attack can exile another nonland permanent until the next end step. Target your own creature for another entry ability, remove an opposing blocker temporarily, or reset a permanent whose fresh arrival is more valuable than its current state.
Her flash ability helps establish that first attack. Cast her near the end of the preceding player's turn, untap, and begin using the trigger without announcing the plan a full turn earlier. She still needs to attack, so protection and a safe combat route remain important. The trigger happens on attack rather than on combat damage, meaning she does not need to connect with a player.
Wall of Omens supplies another card when it returns, while Skyclave Apparition offers a more involved removal interaction. Equipment and other noncreature permanents can also be targets if their entry abilities or reset effects are useful. A token exiled this way will not return, giving Phelia a permanent answer to some otherwise troublesome tokens.
When the exiled card returns under your control, Phelia gains a +1/+1 counter. That growth can help her survive later attacks, but the ownership wording deserves attention: a stolen permanent normally returns to its owner. She also cannot target herself with the attack ability. Build with cheap, useful entry effects and enough ways to keep attacking, and this small Dog can turn repeated combat steps into a steady stream of cards and board control.
