Otawara, Soaring City gives a blue deck an untapped mana source early and a flexible bounce effect later. You can play it as a land or discard it from your hand to channel an artifact, creature, enchantment, or planeswalker back to its owner’s hand.
Channel normally costs four mana, with the generic portion reduced for each legendary creature you control. A commander and other legendary creatures can therefore make the ability easier to hold up. Because this is an activated ability rather than a spell, an ordinary Counterspell cannot counter it, though interaction that counters abilities can still apply.
The target can be one of your own permanents. Returning The One Ring to your hand and casting it again resets its burden counters and can provide its cast-dependent protection trigger again. Urza, Lord High Artificer is another possible value target when recasting him for another Construct is worth the mana. Against an opponent, bouncing a token makes that token cease to exist after it leaves the battlefield.
Otawara cannot target a land unless it also has one of the listed permanent types. It does not permanently remove a nontoken threat that an opponent can replay. Its value comes from timing: interrupt a dangerous sequence, clear a blocker, or save a permanent from removal. Once you play it as a land, you cannot channel it directly from the battlefield. Decide which role matters most for the current hand, balancing immediate blue mana against the interaction you may want on a later turn.
