Narset, Parter of Veils limits each opponent to drawing no more than one card each turn, then uses her minus ability to look at the top four cards and put a noncreature, nonland card into your hand.

Narset is strongest when your deck wants to slow opposing card draw while finding interaction, tutors, removal, or combo pieces. She is less effective in creature-heavy decks that cannot reliably hit with her minus ability.
