Card rulings 13
  1. To determine a spell's total cost, start with the mana cost (or an alternative cost if another card's effect allows you to pay one instead), add any cost increases (such as kicker), then apply any cost reductions. The spell's mana value remains unchanged, no matter what the total cost to cast it was.
  2. If a card or token enters as a copy of a permanent, the new permanent isn't kicked, even if the original was.
  3. If a spell's kicker cost was paid, the spell is "kicked."
  4. The kicker ability doesn't let you pay a kicker cost more than once.
  5. If you put a permanent with a kicker ability onto the battlefield without casting it, you can't kick it.
  6. If you copy a kicked spell on the stack, the copy is also kicked. If the copied spell is a permanent spell, the token the copy of that spell becomes when it enters is also kicked.
  7. Any continuous effects with a "for as long as" duration ignore phased-out objects. If ignoring those objects causes the effect's conditions to no longer be met, the duration will expire.
  8. Choices made for permanents as they entered the battlefield are remembered when they phase in.
  9. Phasing out doesn't cause any "leaves the battlefield" abilities to trigger. Similarly, phasing in won't cause any "enters the battlefield" abilities to trigger.
  10. An attacking or blocking creature that phases out is removed from combat.
  11. As a permanent is phased out, Auras and Equipment attached to it also phase out at the same time. Those Auras and Equipment will phase in at the same time that creature does, and they'll phase in still attached to that permanent.
  12. Permanents phase back in during their controller's untap step, immediately before that player untaps their permanents. Creatures that phase in this way are able to attack during that turn, and their activated abilities with Tap in their costs can be activated. If a permanent had counters on it when it phased out, it will have those counters when it phases back in.
  13. Phased-out permanents are treated as though they don't exist. They can't be the targets of spells or abilities, their static abilities have no effect on the game, their triggered abilities can't trigger, they can't attack or block, and so on.

Updated

Galadriel's Dismissal can protect one creature for a single white mana or phase out an entire player's creature board when kicked. Phasing preserves the permanents for their return instead of sending them through the graveyard or exile, making the spell useful when you want to keep counters, attachments, and an established creature investment intact.

The cheap mode can save a commander from targeted removal or temporarily remove an opposing blocker. Paying the kicker expands the effect to every creature controlled by a targeted player. Point it at yourself to get your creatures out of the way of a sweeper, or at an opponent to open a path for a major attack.

Phasing does not create leave-the-battlefield or entry triggers. A creature that phases back in does not draw another card from its entry ability, and phasing out does not trigger a death payoff. Auras and Equipment attached to phased-out creatures phase out with them. Tokens can phase out and return as well, making the kicked mode useful for a board full of creature tokens.

The creatures normally phase back in during their controller's next untap step. That timing can protect them through more than one player's turn, but it can also leave you without blockers during the intervening period. Choose the moment with that gap in mind. Dismissal is especially attractive in creature decks that value both a cheap protective answer and a late-game way to clear an opposing defense.
