Delighted Halfling supports decks that want to accelerate into legendary spells and help those spells resolve. For one green mana, it provides a creature with a general colorless-mana ability and a separate any-color ability restricted to casting legendary spells.
Spending mana from the restricted ability on a legendary spell makes that spell unable to be countered. The effect applies to more than commanders or creatures: The One Ring is a legendary artifact and can benefit as well. A commander such as Kinnan, Bonder Prodigy gains both color fixing and protection from countermagic when the Halfling’s mana is used in its casting cost.
Once Kinnan is on the battlefield, tapping Halfling for mana also produces an additional mana of the same type through Kinnan’s ability. The original mana retains its own spending restriction when it came from Halfling’s legendary-spell ability. This creates useful acceleration while keeping the initial spell choices relevant to the deck’s overall plan.
The protection comes from actually spending the restricted mana, not simply controlling Halfling. Its colorless ability does not grant the same benefit, and its colored mana cannot freely cast unrelated removal or ordinary nonlegendary creatures. Halfling also normally waits a turn before using its tap abilities, so protect your opening development from creature removal where practical. It fits decks with enough important legendary spells to use the special ability repeatedly rather than treating it as unrestricted fixing for every spell.
