What Counterspell Does
Counterspell counters target spell for two blue mana. It is one of the cleanest examples of blue interaction: two mana, no extra condition, no complicated clause, no tiny paragraph asking you to solve a word problem.
The card is strongest in decks that can reliably produce double blue early and keep mana open. It may be less effective in greedy multicolor mana bases where holding up two blue mana is not always practical.
