Card rulings 2
  1. If one of these lands enters the battlefield under your control and you control zero, one, or two other lands, it enters the battlefield untapped. If you control three or more other lands, it enters the battlefield tapped.
  2. If one of these lands enters the battlefield at the same time as one or more other lands (due to Oblivion Sower or Warp World, perhaps), it doesn't take those lands into consideration when determining how many other lands you control.

Updated

Blackcleave Cliffs gives black-red decks an untapped dual land during the early turns, when efficient sequencing matters most. It enters untapped if you control two or fewer other lands, making it especially useful as one of your first three lands. Later, it normally enters tapped, trading late-game flexibility for dependable early access to both colors without a life payment.

Aggressive and low-curve black-red decks can use it to cast early creatures, discard spells, or removal while preserving life. A hand containing a black one-drop and a red follow-up benefits from a land that can serve either requirement. It also supports decks that want to hold up cheap interaction while deploying another inexpensive card in the same turn.

Land order matters. If your hand includes Blackcleave Cliffs and a land that will remain untapped later, playing the Cliffs early can prevent an avoidable tapped land on a more demanding turn. The condition counts other lands you control rather than the turn number, so ramp and land loss can change whether a later copy enters untapped.

The Cliffs has no basic land types, so fetch lands that search for a Swamp or Mountain cannot find it. That distinguishes it from typed dual lands even though it provides the same two colors. Include it when early untapped mana is a priority and the deck's curve can comfortably tolerate the occasional tapped entry after the opening turns.
