Cityscape Leveler combines a large trampling body with repeatable removal. Casting it can destroy a nonland permanent, and every attack can do the same again. The removed permanent's controller receives a tapped Powerstone, but that limited mana source is often a reasonable exchange for removing a major threat or engine.
The first trigger is tied to casting, not entering. Reanimation or artifact recursion can provide the creature without that initial removal, although future attacks still work. Countering the Leveler spell does not automatically stop the separate cast trigger. That makes a normal cast useful even when an opponent has a counterspell ready for the body.
Unearth supplies a second use from the graveyard. Paying eight mana returns it with haste for a temporary attack, which can generate another removal trigger before it is exiled. The return itself does not count as a cast. This gives a ramp or artifact deck a way to extract additional value after the Leveler has already been answered once. Trample helps the creature contribute damage even through a blocker, while the attack trigger can remove a different obstacle before blocks. Eight mana requires substantial acceleration, so the card belongs most naturally in decks already built for large colorless threats. Think about the first removal target and the likely attack afterward; the Leveler is strongest when both the immediate answer and the recurring pressure serve a clear purpose.
