Narset, Parter of Veils limits each opponent to one drawn card per turn while helping you find noncreature, nonland spells. Her minus-two ability looks at the top four cards and can put one qualifying card into your hand. Blue control and spellslinger decks can use that selection while making opposing draw engines much less productive.
Windfall is a strong partner because opponents who have already drawn their allowed card cannot refill normally after discarding their hands. Your own draws remain unrestricted by Narset, creating a potentially large resource imbalance. The exact result depends on whose turn it is and whether each opponent has already drawn a card that turn, so the timing deserves attention.
Her restriction applies separately on each turn. An opponent who drew on their own turn may still draw one card during yours, and effects that put cards into a hand without using the word draw are not stopped. Tutors and abilities such as Stock Up can therefore continue supplying cards under their own instructions.
Narset cannot protect herself with a creature token or removal ability, so the surrounding deck needs to handle attacks. Sometimes preserving her static ability is more valuable than immediately spending loyalty on another activation. She is strongest when your list contains enough qualifying spells for the selection ability and can keep the battlefield stable long enough for the draw restriction to shape opponents' turns.
