Sorcery

Council's dilemma — Starting with you, each player votes for time or money. For each time vote, take an extra turn after this one. For each money vote, choose a permanent owned by the voter and gain control of it. Exile Expropriate.

Few things are more valuable than time or money—and Leovold has plenty of both.

Card rulings 10
  1. Votes are cast in turn order, and each player will know the votes of players who voted beforehand.
  2. Each player must vote for one of the available options. They can't abstain.
  3. No player votes until Expropriate resolves. Any responses to the spell must be made without knowing the outcome of the vote.
  4. You must vote for one of the available options. You can't abstain.
  5. If a creature with an enters-the-battlefield council's dilemma ability leaves the battlefield before that ability resolves, players can still vote for any option that would put +1/+1 counters on that creature, even though—or perhaps especially because—those votes won't generate an effect.
  6. Unlike the will of the council cards from the original Conspiracy set, where a majority of votes determined what happened, each vote made for a council's dilemma card adds to the ultimate effect.
  7. Players can't do anything between voting and finishing the resolution of the spell or ability that included the vote.
  8. No player votes until the spell or ability resolves. Any responses to that spell or ability must be made without knowing the outcome of the vote.
  9. The effects of each council's dilemma ability happen in the stated order. First the vote occurs, then the first effect, and finally the second effect.
  10. Because the votes are made in turn order, each player will know the votes of players who voted beforehand.

Updated

Expropriate can turn nine mana into extra turns, stolen permanents, or both. Each player votes for time or money. Every time vote gives you another turn, while each money vote lets you take a permanent owned by that voter. You choose the permanent for a money vote, not the voter.

In a typical multiplayer game, your own time vote can secure at least one extra turn while opponents decide whether to offer more turns or lose valuable permanents. The result depends on the actual votes and board, so the spell is not a fixed number of extra turns. Even money votes can provide substantial resources if opponents own strong creatures, planeswalkers, or lands.

The permanent choices do not target, which can matter against hexproof and shroud. Ownership is the relevant condition, so a permanent currently controlled by someone else can still be an eligible choice if the voter owns it. The control change does not carry an automatic end-of-turn expiration.

Expropriate exiles itself as it resolves, limiting simple graveyard reuse. Nine mana also means the deck needs reliable acceleration or a late-game control plan. Before casting, evaluate how each possible vote helps you: extra turns need useful actions, and stolen permanents need to improve your position. The card is strongest when you already have pressure or engines to exploit the time and when opposing boards contain valuable alternatives if the table votes for money.
