Card rulings 3
  1. If a player has more cards in their hand than their maximum hand size during the cleanup step of that player's turn, that player discards until they have that many cards. A player's maximum hand size isn't checked at any time other than their own cleanup step.
  2. Jin-Gitaxias doesn't affect the maximum hand size of its controller. Because the cleanup step is after the end step, its controller may have to discard some of the cards that were just drawn.
  3. Unless another spell or ability is affecting your opponent's maximum hand size, Jin-Gitaxias's ability will result in your opponent having a maximum hand size of zero. They will discard each card from their hand during their cleanup step.

Updated

Jin-Gitaxias, Core Augur can make one end step feel like a complete change of game. At the beginning of your end step, it draws seven cards. Meanwhile, each opponent's maximum hand size is reduced by seven, putting pressure on cards they cannot use before their own cleanup step.

Flash creates an important timing choice. Casting Jin-Gitaxias during your own turn before the end step can give you the seven-card trigger immediately. Casting it on an opponent's turn may surprise the table, but its draw ability still waits for your end step. Ten mana is a considerable cost, so reanimation decks often use cards such as Reanimate or Animate Dead to establish it earlier.

The hand-size reduction does not make opponents discard as soon as Jin-Gitaxias arrives. Maximum hand size is normally enforced during cleanup on that player's turn. Effects that give a player no maximum hand size can also change how this pressure works. That leaves opponents opportunities to use cards or remove the Praetor before discarding becomes necessary.

Protecting it through even one of your end steps can provide enough cards to continue controlling the game. Still, the body is vulnerable to common creature removal, and drawing seven may exceed your own hand limit if you have no way to use or retain the cards. Pair it with interaction and a plan for the new hand, rather than treating the draw trigger as a reason to stop developing the board.
